5. Measure
Monitor effects and quantify results: define indicators (decision delay, % of compliant implementation, internal buy-in, perceived equity, efficiency), reviews at 3/6/12 months, dashboard, feedback loops.
6. Adjust
Continuous improvement and autonomy transfer: analyze gaps, update criteria and rituals, adjust alliances, capture lessons learned, update the decision framework.
